That is a very unwise statement illustrating a gross lack of understanding of the construction process.
The low bid represents competative advantage of knowhow, productivity and purchasing skill.
The quality of the end product is based on the design and specifications and not the fact there was a low bid. The Chineese schools are not the result of low bids, but of inferior design.

Actually, it’s probably both. I don’t know what world you live in, but in Chicago and the state of Illinois, I have seen far too many projects follow this path - one design on the drawings and a lesser quality product constructed. I have over 20 years of experience in construction management and have seen low-bid contractors fight us on projects because the design cost too much. Our answer, “It’s the design you bid on.”
Usually, with political connections, they get their way or paid more for what they bid on. It makes me sick that the taxpayers are footing the bill.
