A potential economic downside to the tax proposal is that porn producers could leave California to manufacture and distribute videos in other states that don't impose the tax.

Maybe, but the pornographers would then have to take into account the cost of building new studios... uh.

They lease warehouses and set up shop therein. Moving the
sets, ie: beds etc, to Nevada will be done by U-Haul.
Cost to them —— a few days downtime!
