I can see her back, arms, and hair (and that's only the top half of her body and with her back turned to me). This is not a burkha/hijab.

Sorry, that's only one style of burqa. There are others. Lady across the street whose husband is the general who sent the Somali army to one end of the country while the Ethiopian army came in the other and killed all the al Qaida wears a burqa from time to time.
It's designed to accommodate the hot climate in Somalia ~ it also worked to keep the snow off of her in this climate.
