Here is a picture of the elevation change for the RR. The existing line is just this side of the dry river bed in the far distance:

There was an environmental assessment performed but because no Federal funds were involved, it did not have to comply with NEPA. Most of the EA was devoted to skewing the numbers to show how badly the project was needed (NOT!). The EA was completed in August of 2007 and they just went ahead and started construction.
