If she has managed to live a crime free and productive life for the past 32 years, the system can arguably count that as a successful rehabilitation, I suppose.
The actual dealer she was convicted of working with got out in two years it seems.
Still, she should come back and face the music. But I believe, as others have stated, that if in fact she has been productive these last 32 years without a criminal record, that they should have a hearing and close the books on this particular case.
