Constitution, Art. IV
Section. 4. The United States shall guarantee to every State in this Union a Republican Form of Government, and shall protect each of them against Invasion; and on Application of the Legislature, or of the Executive (when the Legislature cannot be convened), against domestic Violence.
It's pretty obvious that any government in violation of the Constitution of the US and of that of its own state is not a Republican one.

Sure, the Constitution says the US guarantees each state a Republican form of government, and a Stalinist police state like Illinois does not meet American standards.
It's the responsibility of the Commander in Chief to take action.
