The reason why I offered that phrase to use is that it seems to be the one that always works. If you narrowly define your needs, as in "I need a handgun permit for self-defense" it makes it easy for them to deny you because you were only specific about one 'need'.
If you get tangled up, it's harder for them to defend themselves under scrutiny if you'd started from a standpoint of 'For every legal thing under the sun that I can possibly think of, and haven't thought of yet'.
I'm not an attorney, but I have used my exact phrase on state and Federal forms without a problem so far where others have run into red tape because they limited themselves with specifics.

I live in a fairly decent apartment complex, but we do have the occasional home invasion. Other good neighborhoods have seen invasions and murders. As was mentioned, the police cant be everywhere at once.
Even that won't work in Illinois. There are no legal cc permits in that backward state, where I was born many years ago. Tennesee, my current home state, is a far better place to live.
Local DC stations are running this story as one about “gun permits”, NOT “concealed weapons permits”.
But Virginia doesn’t have a “gun permit”. Any citizen can buy long guns or handguns upon passing the standard background check (which is instant check, in the store while your wait a few minutes).
What do you expect from the weekend crew.

Texas will issue too. I tried to get one while I was there but didn’t have enough id. with me. Dumb me, I thought a drivers license would do the trick.
If I get one from another state it will still be worthless in Illinois.

Thats what I love about Texas. I’m not even a native here. Its pretty easy to get a permit if you can wade through some paperwork. Also, military pay no fee to get one. Its great and they have gun ranges here like 7-11’s.
