Not necessarily. There was a crooked woman working in the Tennessee license bureau who got busted in an FBI case for knowing selling legit driver's licenses to illegal alien middle Eastern men who drove down from NYC AFTER the WTC attacks.
She was arrested on a Friday (if I recall), out on bail Sunday morning, and dead of a gasoline spraying fire bomb placed in her back seat by Sunday night. The man who coordinated the sale was the prior owner of the car she was driving.
As far as I know, no one was ever charged in her murder. The aliens were sentenced to time served waiting for their hearings. Not sure what became of the man who coordinated the sale (he was arrested at the same time she was).
No conviction or "leads" doesn't mean that it wasn't arson.
