He was CSAF during Bush I and IIRC he was commander of PACAF before that. I don’t know about anything else.

That is a hard question to answer. He was Chief of Staff. That being said, read the comments in this thread about his tenure.

When was this guy in the Air Force and did he ever have a command or run a combat operation?As a colonel, he was the wing commander of the 20 TFW at Upper Heyford, UK back in 1980/81. He got his 1st star as he left there.
