10 to 1 it’s an illegal alien from SOMEWHERE, likely from Mexico or Central America. What authorities DON’T want is a panic, but they also are afraid of the ACLU/MALDEF crowd in terms of lawsuits if they come out and say “He’s not REALLY from NY...he’s an illegal alien from...”
