I don’t know where you went, but Japanese public toilets are notorious for being unmopped, and it’s a good idea to take those free packets of tissues advertising loan sharks and pachinko parlors because many toilets don’t provide paper.
Never encountered anything like that anywhere in Tokyo or Kyoto.
