It's best to take your own. I think the lavatories at the Beijing airport had one large toilet paper dispenser outside of the stall, so you had to remember to take some before you went in. What I found amazing is they don't seem to want to flush the toilet paper, they throw it away instead. Hence, the otherwise modern and clean bathrooms smell a bit and they have to have a cleaning lady frequently enter the stalls and empty the waste paper baskets.
