Wonder how much the city's safety inspectors are being paid to wink at things like this.

Is it the inspector's job to make sure everyone who is supposed to be "tied off" is tied off, all the time?

It isn’t a nanny state when people on both sides of the deal expect bribes to be paid. Instead, it’s an extortion racket, going under the guise of a nanny state. I’m not sure which is worse. Neither apparently isn’t an option.
