I reload black powder pistol and rifle cartridges, but I don’t know anyone who manufactures or reloads black powder rimfire cartridges, like the old late 19th Century .22 and .32 rimfire rounds.

Nobody reloads rimfire ammo. You buy it, shoot it and ditch the brass. The principal calibers affected will include .22LR, .22WMR, 17HMR and 17M2. I haven't ever seen anything but lead or copper plated lead bullets for any rimfire cartridge. Ammunition bans are a leftists wet dream. It turns firearms into paperweights.
I've done all my rabbit hunting with .22LR in California. A centerfire is too much power if you intend to eat the critter.

Are there any recipes for a Barnes* bullet and black powder? I doubt it. You wouldn’t be able to hunt with your ammo in the affected area.
*Barnes is the de facto sole source for “lead free” projectiles at the moment.
