The proposed regulations voted upon by the California Fish and Game Commission expanded the scope of the intent of AB821 and has added to the list of the restricted ammunition to include black powder, pistol, and rimfire cartridges and intended to limit the use of those cartridges also for hunting AND the taking of non-game animals.

That does it!!! I have really had it now! No more target shooting?

That’s one of the things the rules aren’t clear about. Of course, you could switch to skeet or trap and shoot lead by the ounce instead of by the grain. Apparently, that’s OK for condors. Go figure.
