The international troops don't have the mandate to directly interfere. UNMIK does have the authority to negotiate. But if the two parties won't cooperate, the UN can't do very much.

But if the two parties won't cooperate...That's a nice way of ignoring the fact that the Serbs are the victims of a sustained terror campaign.
