2. I did read the article. In the long run, UNMIK will make sure the Serbian enclaves get the supplies. However, getting both sides to strike an agreement will take a lot of negotiation and patience, while both sides make this a propaganda issue.
The Serbs would be stopped at the border by the KLA, supported by the NATO troops, and would have to fight their way in, at which time they've be accused of invading the "independent nation" of Kosovo.
The Albanians have been doing this for years, denying medical aid, food, water, and electricity to the Serb enclaves on a regular basis.
Oh, and the international troops? They express their concern.
