Perhaps, given that one is not caught doing it. Not much of a living being in prison.

the "cost of doing business" is pretty low, being that the government doesn't prosecute unless the circumstances are extreme (multiple repeat offender, etc.)

Perhaps. And, probably the reason some people are willing to take that kind of risk. Personally, I prefer not to myself.
