On Feb 14, a federal judge ordered WikiLeaks domain name registrar to disable its Web address. The judge couldn't shut them down, but was able to eliminate the ability of people to get to the site unless they knew their IP address ( http://88.80.13.160/wiki/Wikileaks )

I'm going to guess that FreeDominion chose to preempt any Canadian or US bureaucrat from being able to easily shut them down

Yes I believe you are on the right track. I don’t know all of the details but FD has had problems the the Canadian Human Rights Tribunal and moving the server to Panama would make it easier to protect to website from out of control government beaurucrats.
