Looking at the instruction sheet, I'm curious what the "counterweight" is for? An effort at drop-safety?

The anti gun org set up a deal at the park where kids were to
bring their water pistols and cannons etc and trade the for books, games and puzzles.
The news article described one of the toy water cannons something like, fearsome, and glowed about the real
message the kids were getting.
One brainwashed boy was quoted saying something like, I am glad to get rid of these guns..., or some such.
