Somebody should suggest to the parents to get themselves an trial lawyer and sue the city/county/state for a bundle for failing to arrest this illegal and hand her over to INS when they had her previously. And if she was handed over to INS then the INS should be a defendant as well.
If local governments won’t take action that the people demand, then make them pay financially until they see the light.
If the illegal is employed I would definitely go after the employer with a lawsuit as well.
