Doesn't sound like you're very familiar with Turkey. It's a far cry from Iran or Saudi Arabia. I've been there as a female tourist. Many women don't cover their hair, especially in bigger cities like Istanbul, and in the Mediterranean resort towns, many women walk around half naked in bikinis.

There's no law that requires women to cover themselves in Turkey. (I even went in with my hair uncovered into a mosque) In fact, there's laws banning women from wearing head coverings in schools and government offices. (Laws that would never be allowed in the U.S. ironically)
