The interesting thing about this piece is that the issue that they are tip-toeing around is not coercive limits on where, and when and how far one may be “permitted” to drive. (which the commentors on this thread picked up on).
No, the issue that’s being alluded to here is “densification” — ie, “encouraging” local agencies to increase densities to the point where mass transit is viabable (cf east coast cities), and to use “mixed-use” zoning strategies to co-locate residential and business related uses. They are worried (rightly) about the NIMBY problem.

I don’t live in Dallas or Houston, I never claimed Texas was perfect and I’m not “burping” anything. I am in Texas because my business in Biloxi, Miss. was destroyed by Hurricane Katrina. I’m not planning on staying, but it was a port in the storm. I grew up in Chino, California in an almost Mayberry-like existence. I have a feeling that that place is long gone now.
They have done studies and learned that HOV lanes take up the space of a regular lane for fewer people. They actually cause worse traffic by doing this. Thus, millions of cars in stop and go traffic making more pollution.
I mean what happens when you reach the limit for the year and does your car mysteriously stops, never to run until January 1 the next year?
And for those of you who say you’re glad you aren’t in California - coming soon to a state near you. Guv Ed in Pennsylvania signed us on to some agreement for carbon controls that puts the air quality of PA under the California Carb Board. Pennsylvania’s Department of Environmental Protection is charged with implementing California Clean Air Standards for vehicles (and probably other air quality things from what I see becoming unavailable). The Board appointed by the Governor of CA (who was elected by the CA citizens) is going to determine what the Citizen’s of PA will have to comply with. Where’s the representation of the PA citizens? CA legislature passed the law calling for their CARB board. PA Governor brought us under it by executive order...

My point was, no one is isolated from ever growing, all encompassing, intrusive government. Be it the local, state or Federal ruling elite.
If there was a state in America that was totally conservative, not being invaded by illegal aliens, and had great year round weather, and a good economy...I’d be there tomorrow.
Unfortunately no such place exists.
Ya ever notice that every state in this country is now passing, or continually attempting to pass new leftist, intrusive laws, regulations etc?
That way, truly important people like them driving the outrageously expensive ZEVs you will buy for them won't be delayed. Think of the improvement you'll derive for your tax dollars by the increase in their productivity!

And to make sure this happens, the Federal welcome mat is still out, as the conga-line of millions enter, adding to the jammed roads, hospitals, schools etc.
But you being an American, need to stop driving, stop polluting and conserve energy.
I think I'll do what the feds are doing....If we ever get low on food at my house, and all the bedrooms become full, I'm going to invite in several hundred illegals to live under my roof...Seems like a great solution huh?

There will be an outcry from me. The ba$tard$ can help deport the 4-5 million illegals that are all over our highways, then, and only then, can they talk to me about capping my damn mileage.
