True victims in this case deserve to be compensated.
This deserves more than a letter of apology and a picure of the state bird signed by the governor.

This statement is not consistent with the extent of damage reported elsewhere in the article. All that tells me is that there is a discrepancy somewhere.
True victims in every case deserve to be compensated. It’s too bad that some would take advantage of that, no reference to any of these victims intended.
