I think that there is probably an outline in the Dem bylaws which lists how many delegate points each Congressman, Senator, Governor, state party chairman, state senators and representatives, etc. It is probably a matter of linking the rank to the name and figuring out who is who. Another way would be to look at who has already endorsed her, like those black state senators in SC. Bob Kerrey endorsed her but I don't know if he would have a delegate vote given that he is a former, not current, US senator. Party officials probably have delegate votes, too.

Let's not forget that some of those states have had their convention delegate numbers cut by the DNC because they were going to have early primaries, e.g., Florida. This would give greater power to the non-primary delegate numbers.

In Michigan’s Instance, the ELECTED delegates got cut, BUT NOT the Super-Delegates.

Can you just IMAGINE the outcry if the DNC and Howie Dean cut off JOHN CONYERS Convention vote??
