MICHAEL J. GARCIA, the United States Attorney for the

Southern District of New York, and MARK J. MERSHON, the Assistant

Director-in-Charge of the New York Office of the Federal Bureau

of Investigation (”FBI”), announced today that MOHAMMED MANSOUR

JABARAH, a/k/a “Abu Hafs al Kuwaiti,” a/k/a “Sammy,” was

sentenced in Manhattan federal court to life in prison on

multiple terrorism conspiracy charges. On July 30, 2002,

JABARAH, an admitted member of al Qaeda, pleaded guilty to

charges stemming from his participation in a plot to bomb United

States Embassies in Singapore and the Philippines. According to

documents filed in the case and JABARAH’s guilty plea:

In 2000 and early 2001, JABARAH trained in al Qaeda-run

terrorist camps in Afghanistan. At these camps, he completed

training courses in city warfare, mountain warfare, and advanced

shooting, and learned how to use various weapons and identify

explosives. JABARAH also spent time with Taliban forces on the

front lines, and, in the spring and early summer of 2001, JABARAH

met and spent time with USAMA BIN LADEN. JABARAH then joined al

Qaeda, swearing al Qaeda’s oath of allegiance, known as bayat, to

BIN LADEN personally.

BIN LADEN assigned JABARAH to participate in a

terrorist operation in Southeast Asia and, to that end,

dispatched JABARAH to meet with senior al Qaeda operative KHALID

SHEIKH MOHAMMED (”KSM”) in Karachi, Pakistan. JABARAH stayed

with KSM in Karachi for three weeks beginning in mid-August 2001.

During that time, JABARAH received advanced terrorist training in

stealth travel and surveillance techniques. JABARAH was also

introduced to, and later extensively met with and took direction

from, RIDUAN ISOMUDDIN, known as “Hambali” (”HAMBALI”), a leading

figure in the Southeast Asia terrorist group known as Jemaah

Islamiyah (”JI”).

KSM then sent JABARAH to Malaysia to meet and assist JI

operatives who were planning a terrorist operation against

American and Israeli Embassies in the Philippines. KSM provided

JABARAH with funds for the operation, giving him $20,000 and

promising at least $30,000 more. KSM also told JABARAH to leave

Pakistan by Tuesday, September 11, 2001.

In Malaysia, JABARAH met regularly with a group of JI

operatives to plan the attack. Their discussions included target

selection, funding, and procurement and transportation of

explosives. Later, JABARAH traveled to the Philippines to

perform operational surveillance of the United States Embassy in

Manila. JABARAH also met in Manila with a JI explosives expert

who was to construct the bombs that would be used in the

terrorist operation.

Subsequently, JABARAH and the JI operatives performed

surveillance of the United States Embassy in Singapore in

connection with their decision to make that Embassy their

priority for an attack. The operatives made a videotape of the

United States Embassy in Singapore and other potential targets

during the course of their surveillance efforts.

In December 2001, after a number of JI operatives were

arrested in Singapore, JABARAH traveled from Kuala Lumpur,

Malaysia, to Bangkok, Thailand, where he met with HAMBALI.

HAMBALI advised JABARAH to flee Southeast Asia because the plot

had been exposed in Singapore.

JABARAH then traveled to the United Arab Emirates,

where he made contact with KSM. On KSM’s instructions, JABARAH

went to Oman to establish a safehouse for al Qaeda members who

were fleeing from Afghanistan en route to Yemen.

In February 2002, JABARAH was arrested in Oman and

deported to Canada. JABARAH voluntarily came to the United

States from Canada in May 2002 pursuant to an agreement between

JABARAH and this Office whereby JABARAH agreed to surrender to

the custody of the FBI with the goal of entering into a

cooperation agreement that would require him to plead guilty to

criminal charges. As part of this agreement and to effect his

travel to the United States, JABARAH executed a parole agreement,

which described the understandings between the parties and

granted him entry into the United States for the limited purpose

of his cooperation. JABARAH was held in New York by the FBI

until November 8, 2002, when investigation suggested that JABARAH

had secretly disavowed his commitment to cooperate and was,

instead, planning to attack federal officials. At that time,

JABARAH was transferred into the custody of the federal Bureau of

Prisons.

The felony Information to which JABARAH pleaded guilty

includes five counts: (1) conspiracy to kill United States

nationals; (2) conspiracy to kill United States officers and

employees engaged in their official duties; (3) conspiracy to use

weapons of mass destruction against United States nationals; (4)

conspiracy to destroy United States property by means of fire or

explosives; and (5) making false statements to FBI agents in

connection with a terrorism investigation.

JABARAH, 26, is a Canadian citizen of Iraqi descent.

He formerly lived in St. Catherine’s, Ontario, Canada.

“Armed with al Qaeda training and cash, and on the

direct orders of Usama Bin Laden and Khalid Sheikh Mohammed,

Mohammed Mansour Jabarah led a team of terrorists in a very real

plot to kill Americans overseas,” said MICHAEL J. GARCIA, the

United States Attorney for the Southern District of New York.

“Jabarah’s sentence is more than appropriate, given that there is

little doubt that an attack on one of our Embassies in Southeast

Asia would have been carried out, and lives would have been lost,

had our foreign law enforcement counterparts not broken up the

plot.”

“Jabarah was a deadly serious terrorist. He swore

allegiance to bin Laden and lived with Khalid Sheikh Mohammed,

took orders from Hambali and planned to kill Americans in Manila

and Singapore,” said MARK J. MERSHON, the Assistant Director-in-

Charge of the New York Office of the FBI. “Fortunately he did

not succeed with his plans, the consequences of which would have

been devastating.”

Mr. GARCIA praised the work of the New York Joint

Terrorism Task Force, principally consisting of agents of the FBI

and detectives of the New York City Police Department, for their

extraordinary efforts in the investigation and prosecution of

this case.

Assistant United States Attorneys DAVID RASKIN and

JENNIFER G. RODGERS are in charge of the prosecution.

The members of the cell were captured a month ago near Bethlehem. The investigation revealed that the suspects learned to make bombs via the Internet.

The “smoking guns” pointing to a government-directed effort are keystroke logs of the attacks, which have been devoid of errors usually found in amateur hack attacks, the use of spear phishing to gain entry into computer networks, and the massively repetitive nature of the assault, the SANS research director said.

“This is not amateur hacking. They are going back to the same places 100 times a day, every day. This kind of an effort requires a massive amount of money and resources,” Paller told SCMagazineUS.com.”

Coalition Kills 13 Insurgents, Detains Three During Operations

American Forces Press Service

WASHINGTON, Jan. 18, 2008 – Coalition forces killed 13 terrorists and detained three suspects yesterday and today during operations targeting al Qaeda networks in central and northern Iraq, military officials reported.
Southwest of Hawijah this morning, coalition forces targeted an alleged senior leader involved in the al Qaeda in Iraq network in Kirkuk. The suspect allegedly is responsible for facilitating finances for terrorist operations in the region and is involved in improvised-explosive-device attacks. Reports also indicate he was a close associate of Abu Harith, the senior leader of the Kirkuk terrorist network, before Harith was killed during a coalition operation Nov. 21.

As coalition forces arrived in the target area, they were engaged by small-arms fire and rocket-propelled grenades. The ground force returned fire and called for supporting aircraft. As the firefight continued, coalition forces saw armed terrorists emerging from the target building. Supporting aircraft engaged them and enemy personnel firing from inside the target buildings. Due to the hostile environment, the ground force pulled back and called for supporting aircraft to engage the buildings to destroy any remaining explosives. The ground force assessed that a total of nine terrorists were killed during the engagement.

West of Muqdadiyah today, coalition forces targeted alleged associates of the al Qaeda in Iraq network in the northeastern Diyala River Valley region. Reports indicate the individuals were associated with an al Qaeda in Iraq meeting that was targeted by coalition forces yesterday after forces identified a terrorist transporting an anti-aircraft weapon in his vehicle. Coalition forces confirmed the presence of the terrorists in the target area and called a supporting aircraft to engage, killing four terrorists and destroying two buildings believed to be used for terrorist activities.

During three coordinated operations near Samarra yesterday and this morning, coalition forces detained three suspects while targeting foreign-terrorist facilitators involved in the al Qaeda network in the city. Reports indicate that one of the suspected terrorists detained is involved in foreign-terrorist facilitation and is associated with al Qaeda members who conduct attacks against coalition forces. The individual allegedly uses his residence as a safe haven for al Qaeda members and foreign terrorists and has ties to senior leaders in the network.

“Al Qaeda has the capability to carry out violent, spectacular attacks against the Iraqi people,” said Navy Capt. Vic Beck, a Multinational Force Iraq spokesman. “We are continuing to keep the pressure on them and are squarely focused on dismantling al Qaeda in Iraq networks.”

Elsewhere, coalition forces killed four terrorists yesterday during operations targeting al Qaeda in Qulayah, west of Muqdadiyah.

During the operation, surveillance elements positively identified several terrorists at an al Qaeda in Iraq meeting location. Coalition forces directed a precision air strike and assessed that four terrorists were killed in the operation.

Coalition forces also directed a precision air strike on a vehicle, which intelligence reports indicated was carrying an anti-aircraft weapon. The driver of the vehicle transporting the weapon was one of the terrorists killed in the initial air strike. The vehicle and weapon were destroyed to prevent future use by terrorists.

“We continue to strike the al Qaeda networks that conduct heinous attacks against Iraqi and coalition forces, and innocent civilians,” said Maj. Winfield Danielson, a Multinational Force Iraq spokesman. “Iraqi and coalition forces are taking the fight to these terrorists, keeping them on the defensive and diminishing their ability to attack.”

Also yesterday, coalition forces killed three terrorists during operations targeting al Qaeda networks north of Jalula.

Intelligence reports from previous operations led coalition forces to a location northeast of Hamrin Lake, where al Qaeda in Iraq networks were believed to be operating. Coalition forces assessed that recent success in the Diyala River Valley region pushed these terrorists to seek safe haven in the area.

As coalition forces arrived at one of the target buildings in the area, they repeatedly called for the occupants to come out, but the occupants did not comply. The ground force was then engaged by armed gunmen from the rooftop and surrounding courtyard. Coalition forces returned fire, and a supporting aircraft engaged to suppress the enemy force.

Once the enemy fire ceased, coalition forces cleared the area and assessed that three terrorists were killed during the engagement. The ground force discovered that two women were also killed and two other women were wounded during the engagement. The wounded women received immediate medical attention by coalition medical personnel before being airlifted to a military medical facility for further treatment.

During another operation in the area, coalition forces returned to a building from a previous operation and called for the building’s occupants to come out. An individual exited, but did not comply with verbal instructions and ignored warning shots. The man continued to approach the ground force, and coalition forces engaged, killing him.

“Coalition forces deeply regret when civilians are hurt or killed during operations to rid Iraq of terrorism,” Danielson said. “These terrorists deliberately place innocent Iraqi women and children in danger by their actions and presence.”

In other Iraq news, an explosion partially collapsed a school in southeastern Mosul yesterday.

Multinational Division North received intelligence reports indicating the school bombing was an intentional act by extremists operating in the area. The explosion, which occurred inside the structure, caused the northwestern and southwestern corners of the building to cave in. There are currently no reports of casualties or a cause for the explosion.

In Iraq on Jan. 16, air strikes in Arab Jabour dropped 10,000 pounds of munitions on bunkers used by al Qaeda as training sites for new recruits. Intelligence led 2nd Brigade Combat Team, 3rd Infantry Division, deployed from Fort Stewart, Ga., to the bunkers. Air Force B-1 bombers dropped 19 GBU-31s on the site.

“This operation maintains the momentum of Operation Thunderbolt by denying enemy sanctuaries and enemy caches, ultimately downgrading their capabilities,” said Army Maj. James Wilburn, daytime chief of operations for 2nd Brigade Combat Team, 3rd Infantry Division.

South of Zambraniyah, soldiers from 6th Squadron, 8th Cavalry Regt., 4th Brigade Combat Team, 3rd Infantry Division, found two booby-trapped houses while on a foot patrol. Air support was called by 6th Battalion, 8th Cavalry Regiment to destroy the houses. Navy F-18 jets dropped a 500-pound bomb on each of the houses.

Operation Marne Thunderbolt, a part of the countrywide Operation Phantom Phoenix, continues to relentlessly pursue al Qaeda and other extremist elements operating south of Baghdad, U.S. officials said.

MND-North Soldiers capture Baquba extremist cell leader

BAQUBA, Iraq – Multi-National Division – North Soldiers detained a suspected IED and suicide-bomb cell leader during a targeted raid in Baquba Jan. 16.

The suspect is linked to an extremist network spanning from Baquba to Samarra and his cell is allegedly responsible for recent IED activity in the Baquba market, Amin School, and the Jan. 9 house-borne improvised explosive device that resulted in the death of six U.S. Soldiers.

The suspect is also believed to be linked to a Syrian suicide-bombing facilitator and recent intelligence reports indicate he has requested suicide bombers from Mosul.

Soldiers from Company A, 4th Battalion, 9th Infantry Regiment, 4th Stryker Brigade Combat Team, 2nd Infantry Division captured the suspect with an AK-47 and extended magazine.

“(The suspect) is tied into the suicide-vest cell in old Baquba that we have been targeting, and this capture should lead to the arrest of several more members of this suicide cell,” said Capt. Andy Padden, 2-12 Field Artillery. “Taking him off the streets will likely lower the amount of IEDs in all of Diyala province.”

Iraqi Army raid leads to large cache (Al Kussyat)

Multi-National Division – North PAO

TIKRIT, Iraq – A raid conducted by the 2nd Iraqi Army Division in Al Kussyat, netted a large weapons cache Jan. 16.

The 3rd Battalion, 4th Brigade, 2nd Iraqi Army Division’s raid was driven on information gathered from captured insurgents and resulted in the detention of two personnel.

The discovered cache consisted of five mortar systems, 300 mortar rounds, 500 lbs of TNT, 50 remote control devises, 26 Katusha rockets, 25 anti-personnel mines, 600 mortar charges and other various weapons including ammunition, wires and office copy equipment.

The cache was later destroyed by a 2IA Div. explosive ordinance disposal team.

3d Armored Calvary Regiment Intelligence Deputy Analyst, 1st Lt. Jasmine Walker, said, “Removing this weaponry from the arsenal of the insurgents will definitely hinder future large scaled attacks on Iraqi Security Forces and Coalition Forces.”

ARTICLE SNIPPET: “The bodies of six kidnap victims have been recovered from a house in Mexico, following a three-hour shootout between gunmen and soldiers and police.

The men had been killed by a shot to the head, a federal agent told a news briefing in the border city of Tijuana.

The stand-off began as agents prepared to raid a house that police say was a hideout for the Tijuana drugs cartel, also known as Arellano Felix.

It is the latest in a series of drug-related killings in Mexico.

Tijuana is the biggest city in Baja California, which was Mexico’s most violent state in 2007 with more than 400 murders.”
