Sounds like British Columbia's provincial budget had more important things in mind than critical care beds so the lady will just have to wait.
She's lucky she was in a foreign country though, because those beds would still be in short supply and they'd just let her die in the streets or something.
The whole thing sounds terrible but there are probably worse things than being trapped in California during the winter.

Getting sick at the end of the fiscal year is very bad timing in Canada. When the government spends their annual budget for healthcare they just stop spending until the next fiscal year starts. That means unless you are going to die before then, you have to wait until next year for anything major.

NDP Health Critic Adrian Dix says the issue is one that's continued to plague the Lower Mainland and he's blaming Liberal government cuts to acute care beds.
Playing politics with health care...that wouldn't happen here. /S! Even though socialized medicine is failing every place it has been tried the loony libs believe that they can make it work...they just need to put the "right" people in charge. Unfortunately their conceit, stupidity and power grabs are going to get the rest of US killed.
