Because only a moron would bother looking for those guys at the expense of resources to dismantle their networks. Its been over 6 years now - and we haven't had another major attack on American soil. Why?!
As you can see in the post above, 180 Billion is chicken feed compared to just the "entitlements" in the US budget. It's also only about 1/4 of the total DoD budget, including the special war funding.
Of course Congress only appropriated about $70 B so far this fiscal year, not $180B
The DoD and the WoT budgets are not the problem.
As we add 15 trillion dollars in economic output every year, I'd say we could do it forever. It's 1.2% of GDP.

They can still surrender, but they are being hunted by the best hunters in the world, it’s only a matter of time, and patients on our part. I would have went nuclear on them without regard for anything else, historians will have to give Bush credit with being respectful of civilian casualties and infrastructure.

al-Zarqawi is quite dead. Perhaps, you didn't get the memo. There's a distinct possibility that Osama is, too. In any event, they've been driven back into their caves while the more dangerous targets are dealt with.
