Ellen DeGeneres asked Jenna Bush a relatively simple question during her talk show appearance: Is she able to just pick up the phone and call home?
Jenna dialed some digits and soon Ellen was voice to voice with President Bush. Watch for yourself.

This had to have been a setup. Not a knock on W’s relationship with his daughter, but his time is tightly scheduled — I seriously doubt he has time for random calls.
