Well I know the Numbers USA website pretty well. They aren’t thrilled about expanding and often support limiting work visas. Since they are opposed to illegal immigration and aren’t for expanding legal immigration, that pretty much qualifies them as immigration restrictionists. At best they should be called immigration statists.

No, it's not working. It's merely being reported as "working" to sooth the objections. The Congress and the Executive mean to pack the country with Mexicans and that has not changed. Those whose goal this is have just changed tactics to quell the uproar.
They mean to do it and they will do it. The continuing bi-lingual labeling and saturation of language oriented response structures, like answering systems, is proceeding apace.
Don't be fooled.
