SAN FRANCISCO -- A federal grand jury indicted suspended San Francisco Supervisor Ed Jew today on charges of soliciting $80,000 in bribes from local businesses by threatening their city permits.
The five felony charges - two counts each of bribery and mail fraud and one count of extortion- expand on a mail fraud charge that federal prosecutors filed against Jew on Sept. 20. San Francisco prosecutors have also charged him with nine counts of perjury and fraud in Superior Court for allegedly lying about his residence in order to become a candidate and vote in local elections.
In today's indictment, the grand jury alleged that Jew solicited bribes from the Quickly chain of tapioca drink shops, telling the operators that they were in violation of a city permit ordinance and would have to pay him to help with the process. He accepted $40,000 in cash from representatives of the chain in May as partial payment, the indictment said.
He was also accused of accepting $4,000 in cash from the owner of Wonderful Desserts and Cafe after taking steps to influence local planning officials to act on the shop's permit application.
In separate proceedings relating to his residency, Jew was suspended from office in September by Mayor Gavin Newsom, triggering an investigation by the city's Ethics Commission on whether he should be removed from office. City Attorney Dennis Herrera has filed a civil suit seeking to oust Jew. A conviction on any of the felony charges would also be grounds to remove him.
"When public servants betray the people's trust for the sake of personal gain, they deeply wound the democratic principles upon which this society is founded," Charlene Thornton, special agent in charge of the FBI's San Francisco office, said in a news release announcing the indictment.

Edmund "Ed" Jew, born 1960 in San Francisco, California) was previously a member of the San Francisco Board of Supervisors representing District 4 (comprises most of the Sunset District) before he was suspended by San Francisco Mayor Gavin Newsom. His grandfather emigrated from China around the turn of the century. By 1927, his grandfather James Jew had established the well known Canton Flower Shop in Chinatown and became a distinguished leader in the Chinese community.
