Allegations of unlawful late-term abortions

I thought even late-term abortions were unrestricted. What precise law is at issue here?

After 24 weeks (I think ,, may be 22) in KS abortions are permitted for the health/life of the mother only,, doctors are required to have that certified by another doctor who isn’t financially involved... Tiller performs late abortions because they start at $5000 and go up quickly to $15000 or so... he uses the rubber stamp excuse “mental duress” or some such nonsense as to why the baby must die and has a financially linked associate countersign the OK.

This post has the statutes http://www.freerepublic.com/focus/f-news/1913958/posts ,,, I have a PDF of the legal complaint as filed (was linked in a KS newspaper).

Abortionists feel they are truly above the law ,, part of that is due to them literally having the power of life and death in their hands, the other reason is that they have near bulletproof legal protection from the libs.. I feel that legal attacks are the way to go ,, plenty of violations ,, we could shut down huge numbers of clinics if we just mounted a malpractice campaign whenever one of them kills a woman...
