Maybe while the "intelligent" people are naval-gazing and bullsh!tting with each other, the "dumb" people are getting down to business and actually contributing to the future of society by reproducing.
If every stupid person in America was executed? We’d be down more than 50% in population! That would leave 49% to bury the dead. That’s stupid because it’s an awful lot of work that personally, I don’t want to sign up for! So...........I guess we’d conclude that only the stupider of the smarter who weren’t executed would bury the dead? But, then.........

Nope. It was a scathing satire, but of the inimical system of Irish (generally absentee) landlordism, which created a society of mostly paupers in an inherently rich land. Benjamin Franklin saw much the same and denounced it similarly 50 years later when touring Ireland.
Whether he is articulate or inarticulate (he seems VERY articulate) is not relevant, what he is proposing is just dowright stupid.

FYI, here is what would have been eliminated by a program like the ones suggested.
Here is my daughter at graduation. She has autism and is mildly retarded. She speaks by rote phrases and babbles because she cannot process language normally. She cannot be left alone because she has no concept of Stranger Danger.
She is however a hard working and very loving person that I am more then willing to die for.

It wouldn't have been intended as humor. It's very dark. But, facts are facts and 40% drop out of high school before graduating, and these are of the brightest segment. The gifted are often ignored or treated as a problem in this country, which doesn't help if we are competing with India and China for the future leadership of the planet.

Eugenics isn’t the way to go but for someone who is a strong humanist-libertarian like the late David Brudnoy of Boston fame not to mention Neal Boortz, these ideas have some attractiveness.
I would like to lift up the people we have and not try to control reproduction and such.
There are too many benefits and handouts to be sure and they need to be restricted.
Unless we act to cut off the handouts more people will throw their hands up in the air and go the direction of the ideas the student presented in his piece.
The tax and or debt burdens will reach the breaking point for people.

True, but his recommended solution is to slaughter and eat them at one year, not abort them or use contraception to prevent their being born.
It is also quite possible that there may have been an element of satire to his proposal.
