"As president, I will set a hard cap on all carbon emissions at a level that scientists say is necessary to curb global warming, an 80 percent reduction by 2050," he said.
He proposed a modified "cap and trade" approach to reduce emissions, requiring businesses to buy allowances if they pollute, creating an incentive to reduce energy usage.
"No business will be allowed to emit any greenhouse gases for free," he said. "Businesses don't own the sky, the public does, and if we want them to stop polluting it, we have to put a price on all pollution."
Sen. Hillary Rodham Clinton, D-N.Y., has said she is intrigued by the carbon auction system but has stopped short of endorsing it. Sen. Chris Dodd of Connecticut has proposed taxing polluters for their carbon emissions.
Separate from the energy proposal, Obama joined rival John Edwards Monday in criticizing Clinton for voting for a Senate resolution that urges the State Department to designate Iran's Revolutionary Guard Corps a terrorist organization. continued...

I would venture to say that the primary cause of CO2 emanating
from a business is from the employees. Once one becomes an “employee” of a business, they are no longer “the public”. So they will have to be taxed as well.

I can see it now, Commodities Brokers going apes#1t over New York Carbon Emissions Futures. What do you figure the Commissions on those sales would be? I’ll betcha a jillion new liberal millionaires will be created almost overnight.
Oh and they’ll be teaching the little kids in school that becoming a Carbon Futures Broker is the wave of the future and their it’s big chance to make a difference and help the environment for their children’s children!!!
Then, here comes the Big Uncle with his Carbon Tax. And we all know that the company doesn’t pay that tax, it’s passed onto the consumer.

Hey Obama, can they exhale? Oh and what about those trash to steam plants? Water vapor is the most abundant greenhouse gas.
That's because she remembers that it's the economy, stupid. She's not going to risk her re-election bid by making a bunch of short-sighted Greenies happy. ;-)
