State pays in trooper's prisoner-abuse case

BETHEL -- A man who sued the state claiming he was "tortured and brutalized repeatedly" while in the custody of Alaska State Troopers has won $575,000 in a settlement, his attorney says.

The case began in December 2002, when Kevin Patrick was arrested near Bethel. Patrick says he was Tasered several times by trooper Eric Spitzer after he was in handcuffs, Henderson said.

Patrick was accused of assaulting a village police officer with a shovel, escaping from a village holding cell while on a bathroom break and driving drunk on a snowmachine. Troopers have said they thought he was armed with a gun and suicidal.

A local jury, in Bethel, awarded this cat one, very cool, million dollars.

The State has appealed the judgement for a number of years, but suddenly decided to settle for 575K USD.

Couple of questions I have:
Was this guy so stoned out his his ever lov’n gourd that he even noticed the Zap?

Had the cat not been put in the cooler, who or more properly, how many would he have killed?

There is also the stink of race bias in the situation.....

But, it is still better than Philly!

I wonder much they pay when they are liable or commit a wrongful act?
