Actually, he was pretty much in agreement with the Administration.
On his radio program, he frequently did the handwringing "we can't deport 12 million people." He didn't come right out say he favored open borders and the flood of illegals, but he was opposed to any efforts to curtail the flood of illegals or close the border or deport illegals.
