If this is true, then why doesn’t the government start a new civil defense program to prepare people for an immediate collapse of the economy, and a sudden drying up of many goods and the means to buy them, not to mention personal finances until things recover.
9/11 only brought a couple of buildings down and it was a body blow, wiping out a major part of Los Angeles or New York city will send the world economy into a tailspin and in the US create a Katrina on a much larger scale.

The lesson of Katrina is that following the destruction of even a moderate sized city, it might not be economically possible or even desirable to rebuild immediately.

One similar to the aggressive one from the fifties and 60s where we actually participated in it and were often made aware of it,
I have sometimes thought that the slight increase in earthquake and hurricane and terrorism preparedness preaching indicated that the govt was going to gradually push an increasingly more forceful program, but that doesn’t seem to be happening.
