Thankfully, it takes 2/3 of the votes of both houses of congress plus 3/4 of the states legislatures and a signature by the president to [amend] the constitution.The President has no formal role in the amendment process. There's no way three-fourths of the States would ratify such an amendment. Interestingly, the last two times the States voted on a proposed amendment the proposal was rejected. The first was the ERA, the second was a 1978 proposal that would have granted the District of Columbia full representation in the Congress. The States will defend the Constitution against such a proposal, even if the Congress doesn't.
