It can be done on ships and trains...and a few backwoods boys can manage...other than that, it’s prety much that the fugitive has to engage in further crimes (prostitution is popular, petty theft, car jackings, muggings, etc.) to survive...all of which put the perp at risk of being caught again.
If McNair is in Canada, its likely that he is headed for the Yukon, where he can disappear into the forests of summer and late fall, go over the Chilicoot pass into Alaska, and head out for the Aleutians and maybe Japan or Russia, via fishing trawler.
The only way to get at him now will be shear luck on the part of the RCMP, who might still get him while he is in Southern Canada.
If McNair gets into Northern Canada, he turns the corner and is gone.
