I think the term is “earn” a medal. Or “be awarded” a medal.

Not “win” one.

“Winning” one makes it sound like a lottery.

Yup. Thing is, winning isn’t PC, anyway. It implies there were losers, and we can’t have that. That’s why Academy Award presenters now say, “And the award goes to...” instead of “the winner is.”
