The congress can pass whatever legislation they want but the President still has the CIC authority and is in charge of the military. If congress cuts off funding then the President can probably find enough to fund throughout his tenure or he can veto the general budget and force a government shutdown kicking in the continual resolution which would allow him to get the funds for the military and current military ops. If congress tries to tie conditions to the defense appropriations then he can veto that along with the general budget doing the same as above. If the Rats and RINOs want a US loss and can convince enough people that all is lost then a Rat will be elected President and they can proclaim defeat if they want to. This so called pressure will go no where except make the RINOs look more like the losers they are.

Good points. This is Bush’s last chance for a real legacy. It all depends on his will to establish it and his ability to articulate it.
