US Steps Up Security Following Attack in Britain

Homeland Security Secretary Michael Chertoff made appearances on several television talk shows.

He told ABC's This Week program there is no indication of a linkage between the events in Britain and any specific attacks on the United States. "We do not have, at this point, specific, credible intelligence that there is an attack, a particular attack, focused on this country," he said.

But at the same time, speaking on CNN's Late Edition program, Chertoff said U.S. authorities are concerned about the threat of terrorism, especially in the coming months. "We have had a number of al-Qaida leaders quite publicly talking about how they want to carry out their threats against the West. So, given that and given the history that we have had over past summers, with attacks in Britain, I think we were clearly focused on this as a possibility," he said. Full story...

Eighth Terror Suspect Held In Australia

Australian police have arrested a doctor wanted in connection with the terror attacks in Glasgow and London. A second doctor is being questioned.

The suspect, described as a 27-year-old man, was arrested in the eastern city of Brisbane at the request of British authorities.

He was held at the city’s airport while trying to leave the country, Queensland state leader Peter Beattie said. He said the man was a resident of Brisbane but did not disclose his nationality.

Australian Attorney General Philip Ruddock said the man had been working as a registrar at the Gold Coast Hospital in Queensland.

The man, described as a “model citizen” was recruited by the hospital in Liverpool but completed his studies in India.

At least five of the eight people now being questioned over the terror attacks are trained doctors.

Yes, but doesn’t surprise us regular TMers who have watched over the years my mounting jihad/sucidebomers/homicidebombers/humanbombs links. A lot of those people are educated.

There will be over 1,000,000 people packed into a 3/4 mile radius tomorrow evening on Chicago’s lake-front for the Taste of Chicago and the annual fireworks show. As much as I’d love to see that fireworks display, there is no way I would be part of that crowd right now. Even a single suicide bomber would cause enough panic to see hundreds trampled in the rush to escape. I’ll watch it on TV.

One caveat to that article . . .

It is *always* preferable to shelter in place if it is possible to do so safely. But many people nearby will survive the initial blast, but be caught away from home (working, shopping, driving, etc) and be too near to the “hot zone” (within a few miles) to find sufficient shelter and radiation shielding in time (assuming an attacker shoots straight or the device does not go off prematurely - - which are not always the best assumptions - - so it is possible that it goes off near the suburbs like on “24” rather than the targeted urban population concentration).

This article from a couple years ago gave good advice (especially for those caught without shelter in the immediate area where the initial fallout will be heaviest). If you are anywhere where you can shelter, you should not move around and risk exposing yourself to the dust and ash outside in the air and use the proverbial Duck tape and plastic sheeting to seal yourself off.

If you don’t have a basement, find a closet or crawl space under a heavy desk (where you would hide in a bad storm or tornado) and pile as much material/furniture/boxes around and over it to shield from the radiation given off by the dust settling on your roof, windows, and doors. Turning off the air conditioning shouldn’t be an issue as most electricity will be gone immediately. Fallout has a very short half-life, so the first few minutes and the hours that follow are the critical ones to take shelter. In theory, it should be safe outside in a couple days.

But if you are not at home or somewhere where you can shelter safely with enough shielding, and you can see the plume coming towards you, move rapidly (on foot because the roads will jam) in the opposite direction the plume is moving. If it is moving directly towards you, move/run perpendicular to it (laterally at a 90 degree angle to its direction).

It is far better not to be outside at all and immediately shelter in place because getting caught outside in the area where there is fallout could very well be fatal. But not all people will have the option of sheltering in place. As long as the device is relatively small and not hundreds of kilotons inbound on the end of an ICBM, there will be hundreds of thousands of survivors who are only a matter of miles from the blast yet are far enough away to survive the initial fireball.

These people close to ground zero and in the direction of the prevailing winds will be at risk of receiving a fatal dose of fallout within minutes because they are caught nearby in a traffic jam, mall, stadium, or office complex that has no place to shelter adequately (with enough shielding). If you are only a few miles from the blast and the fallout is coming in your direction, you really need to be underground to get enough shielding with that amount of fallout. And many places across the country do not have those types of basements or underground shelters.

It is infinitely preferable to shelter in place than to run. But if it is impossible to shelter underground or with enough shielding, and you are so close to the blast site that you’ll be getting the largest amount of radioactive dust and ash falling out of the sky, and you see the wind blowing the mushroom cloud containing that fallout in your direction - - run away from the plume.

But except for that very limited circumstance where you are caught within a few miles downwind of the blast and cannot find shelter, it is always better to shelter in place than risk going outside and fatally exposing yourself to the radioactive elements.

Experts’ Keys to Surviving a Nuclear Terror Attack
How You Respond in Event of Attack May Determine Your Chance of Survival
Sept. 16, 2005 —

Imagine this worst-case scenario: a 10-kiloton terrorist nuclear device, constructed with stolen Russian uranium, parked in a small van in one of the busiest intersections in America.

In the moments after the blast, everything within a half-mile radius would simply cease to exist.

That’s the scenario documented in an unpublished Department of Homeland Security document, first reported by the National Journal, and obtained by “Primetime.”

The report describes an attack in Washington, D.C. But in New York City, according to the report’s formulas, the damage would be even more devastating.

Within a half mile — 10 blocks — “several hundred thousand people would be killed either by burns, by debris, by the blast, or by exposure to radiation,” said Jerry Hauer, the former director of New York’s Office of Emergency Management and now an ABC consultant.

However, Hauer adds that if such a blast were to take place in New York, there is also some good news. “If you look up and you see it, you’ve got a chance. You’re not part of that initial blast,” he said.

According to experts, Midtown Manhattan’s massive steel-and-concrete skyscrapers would absorb and contain the blast. In the next 10-block ring, there would be far less destruction and death. And outside that ring — the city would be eerily intact.

First Instincts May Be Wrong

At detonation plus 15 seconds, the aftermath would look chillingly similar to 9/11.

But rising up five miles into the air above the city would be an iconic — instantly recognizable and completely deadly image: a mushroom cloud of radioactive dust.

Within 15 minutes, that deadly plume would start falling back to Earth — and begin drifting with the wind. At that point, time would determine the difference between those who live and those who die.

“Ten to 15 minutes later, you’re going to be exposed to a huge amount of radiation,” said Dr. Irwin Redlener of the National Center for Disaster Preparedness.

For more than 7 million people, continued survival would depend on what they do next. The problem is many of their first instincts may be a waste of time.

Turn on the television for instructions? There probably won’t be any electricity.

Pick up the phone? If the electrical grids are out, the phone grids are probably out, too.

Drive away? “There’s no question there’s going to be gridlock,” Hauer said. And the car won’t provide any shielding from radiation.

The Authorities’ Plan

But while most people may not know what to do, the good news is the people in charge say they do.

Here’s their plan: Within minutes of a nuclear detonation, a sophisticated computer program would track the path of that nuclear plume.

First responders would evacuate people out of the path of the fallout. Sept. 11 offered a lesson in the importance of beefed-up communications: Even if ordinary channels of communication fail, help can still be on the way.

And first responders will likely have drilled to prepare for treating the injured, said Ken Raske, president of the Greater New York Hospital Association.

“9/11 burned it into our brains on what level of protection we actually need,” he said.

The broadest task they will have is decontamination. Radiation destroys the body’s ability to create white and red blood cells, so hospitals in the New York area have set up over a hundred facilities.

Be Prepared, and Survival Is Possible

There are some fears that first responders may not actually respond, but Raske says he is confident they will. “They’ve got a New York attitude, which means we’re going to be in there slugging it away,” he said.

Despite that optimism, though, both Redlener and Hauer doubt that even a city like New York could absorb the impact of a major nuclear catastrophe.

“No American city currently has the capacity to effectively respond to a nuclear detonation,” Redlener said.

“When you’re talking about 100,000 that need decontamination or 200,000 that need decontamination or medical care, I just don’t see any city being prepared to deal with that,” said Hauer.

But across the board, experts say you can survive, if you prepare. One of the key tips is to see the plume. Officials should be able to tell you which direction is safe, and that is the direction you should go.

“It’s absolutely critical that you move laterally and not move toward the plume,” Hauer said.

If avoiding the plume is not an option, you still can get to a protected place, like a basement or interior room that can be sealed against radioactive dust.

“When you’re sheltering in place, duct tape and plastic can protect you from the particles,” Hauer said.

And even if you come in contact with the radioactive plume, there are steps you can take to decontaminate yourself:

“The first thing is to remove the radioactive materials as quickly as possible. So, you shed your clothing, you get decontaminated, you get washed off, you get a shower,” Redlener said.

The key is to think about how to survive — because like the rest of life, attitude can make the difference. “It’s absolutely essential that we prepare,” Hauer said. “The chance is actually pretty good if you know what to do.”

U.S. Embassy Abuja and U.S. Consulate General Lagos issued the following Warden Message on July 2:

This Warden Message is being issued to advise American citizens that there has been a recent increase in the reporting of criminal activity impacting the expatriate community in Lagos. This reporting indicates a trend involving armed criminal gangs targeting small hotels, guesthouses and restaurants on Ikoyi and Victoria Island. During these attacks the criminals enter the property by force or stealth, take control of it and proceed to rob the guests and staff of their valuables. In the case of hotels, the criminals have gone door-to-door in a methodical manner and forced their way into individual rooms. In one recent case, an American citizen was killed after armed robbers entered his hotel room.

The U.S. Consulate General Lagos has advised its American citizen personnel and family members to take the following actions if they are the victims of a robbery attempt:

Try to stay calm. Don’t make any sudden movements to upset the robber;
Do exactly as you are told, DO NOT resist or make eye contact!
If you have to move, tell the robber what you are going to do and why;
Don’t be a hero. It’s better to lose your money than your life;
Give the robber time to leave;
Note his direction of travel when he leaves;
Try to get a description of his vehicle ONLY if you can do so without exposing yourself to harm.

There also has been an increase in reliable reports of armed robberies in and around Ikoyi, but more specifically the area of Osborne Road-Dolphin Estate. The criminals time their attacks to coincide with traffic traveling between Ikoyi and the mainland in the early evening to capitalize on the inevitable congestion and lower moving traffic. Criminals have previously set up roadblocks masquerading as police checkpoints and used other ruses to ambush unsuspecting motorists traveling between the airport and the islands in the Kingsway Road-2nd Avenue area and along the Third Mainland Bridge, particularly in the early morning hours (0400-0500).

The U.S. Consulate General Lagos has advised its American citizen personnel and family members to take the following precautions to avoid becoming the victim of a carjacking or robbery while in their vehicle:

In traffic, look around for possible avenues of escape;

While difficult in Lagos, do your best to keep some distance between you and the vehicle in front so you can maneuver easily if necessary – about one-half of your vehicle’s length. (You should always be able to see the rear tires of the vehicle in front of you);

When stopped, use your rear and side view mirrors to stay aware of your surroundings. Also keep your doors locked and windows up. This increases your safety and makes it more difficult for an attacker to surprise you.

The following actions should be taken if one becomes the victim of a carjacking or robbery while in a car:

In most carjacking situations, the attackers are interested only in the vehicle – give up the car freely, do not resist or argue;
Try to stay calm;
Make the attacker aware if children are present;
Listen carefully to all directions;
Make no quick or sudden movements that the attacker could construe as a counter attack and avoid eye contact;
Always keep your hands in plain view and tell the attacker of every move in advance;
If prompted, get out of car while keeping your hands in plain view at all times;
On demand, offer cash;
Depart the scene as soon as possible.

We continue to advise all Americans to review their security procedures, remain vigilant to their surroundings, and report specific incidences of targeted violence to the U.S. Embassy in Abuja or the U. S. Consulate General in Lagos at the numbers below.

Two homosexuals assaulted in Amsterdam 2 July 2007

AMSTERDAM – A group of six men assaulted two gay men on the Reguliersdwarsstraat in Amsterdam city centre last Thursday night.

The victims are aged 37 and 45 and were most likely attacked because of their sexual orientation, Amsterdam police said on Monday. The six men were arrested after the attack for public violence.

The 37-year-old and a friend had visited a nightclub in the centre of Amsterdam. They were attacked by a group of men as they were crossing the Rembrandtplein via the Regulierdwarsstraat towards the Vijzelstraat.

The men shouted insulting statements about homosexuals, threatened the two and spit in the face of one of them. As the victims approached the Vijzelstraat both were punched in the face. A witness says the group also threatened the two gay men, chanting “I’m going to kill you, I’m going to kill you.”

The group then headed towards the Herengracht. Witnesses had called police and the six were arrested. The suspects are all between the ages of 15 and 19. Four are of Moroccan descent, one is Surinamese and one is Turkish.

The police are looking for witnesses of the abuse. The group of young men is also suspected of involvement in other similar incidents. The police are asking that any victims come forward so that this kind of violence can be addressed.

This comes on the heels of attempted terror attacks in London and Scotland’s Glasgow airport over the weekend and a car bomb attack in Yemen.

Homeland Security Secretary Michael Chertoff said Monday that there is no credible information about a specific attack on the U.S. ABC News reported that the intelligence, received two weeks ago, warns of terror attacks against “airport infrastructure and aircraft” in Glasgow and in the Czech capital, Prague.

“Al Qaeda and its affiliates do intend to carry out further attacks against the United States and the West,” Chertoff told Fox News.

“We also know that they tend to want to do attacks that are spectacular or high profile, so it’s not surprising to have analysts comment on the fact that this kind of an attack is a very definite possibility,” Chertoff said.

“But again, I want to say that’s more general analysis that is not based on a specific piece of information about a particular attack,” he added.

Security has been ramped up at airports and other mass transit and transportation centers due in part to the recent events in London and in part because of heavy travel during the 4th of July,” Chertoff said.

“I wouldn’t rule al Qaeda out,” he stated. “We have seen, however, different kinds of attacks. Sometimes, there are al Qaeda-affiliated groups that use different methods than what we might call core al Qaeda.””

CF destroy homemade explosives factory
Multi-National Division – North PAO

TIKRIT, Iraq – Coalition Forces destroyed a homemade explosives factory in the Diyala River Valley, July 1st.

The factory, which was located in a single story unfinished brick structure outside the village of Mikbisa, northeast of Baqouba, was discovered on Sunday night by CF who were conducting routine patrols and noticed the suspicious looking structure.

Upon entering the building, CF discovered large amounts of fertilizer, ammonium nitrate and nitric acid, all key ingredients used in making explosives. The house also contained a drying room in which the entire floor was covered with over 500 lbs of recently manufactured HME. Additionally, a number of chemical suits and other clothing items used to work with chemicals, to include boots, goggles, vapor masks and a large number of chemical gloves were found inside the house.

“This is a significant find and confirms that al-Qaida is working against the good people of Iraq,” said Maj. Gen. Benjamin R. Mixon, commanding general of Multinational Division-North and Task Force Lightning. “We have seen these homemade explosives in IEDs and car bombs that have been used against the ISF, CF and innocent people of Diyala.”

When they had finished searching the building, CF destroyed the house and all of its contents.

“The fact that this factory was discovered and destroyed will undoubtedly save many lives in Iraq,” said Mixon.

Iraqi Police Forces capture rogue extremist leader in Babil Province
Multi-National Corps – Iraq PAO

BABIL – Iraqi Police Forces detained the alleged brigade commander of a rogue Jaysh al-Mahdi (JAM) militia in Mahawil, a town about 50 miles south of Baghdad during an intelligence driven operation July 1. He is directly responsible for directing attacks using explosively-formed projectiles and improvised explosive devices on the Iraqi Police, the Iraqi Army, and Coalition Forces. One such EFP attack is directly responsible for the deaths of five U.S. soldiers.

He is also reportedly the JAM Special Groups Leader in Mahawil and Al Imam. During the operation, Iraqi Police detained their primary suspect without incident. Iraqi Police also detained three other individuals found on the targeted residence and confiscated cell phones, passports, computer hard drives, and other miscellaneous documents and booklets.

Coalition Forces were present as advisors. No Iraqi or Coalition Forces were injured during the operation.
