In actuality, it’s all done by the *private* sector. All the NTTC does is contract the project out to the *private* sector.

Before you get all excited, come down and check out the 183-A toll road. See what happens when private contractors are given a bonus for quick completion or rather, by the date the toll authority has set for their *Grand Opening* party.
