What is the difference between a human fetus and a human baby one second old?

Was the Constitution written to grant the federal government practically unlimited power or to limit it?

Outside of the Bill of Rights and the other Amendments to the Constitution, what limits, if any, does the Constitution place on the federal government?

What does “infringe” mean? What gun laws unconstitutionally infringe upon the right to keep and bear arms.

Where in the Constitution does it grant the federal government to power to:
1) regulate the gas mileage of vehicles?
2) take money from one person and give it to another?
3) form the Dept of Education?
4) form the Social Security Administration?
5) form agencies and grant them the ability to make defacto laws?

It's not as cut and dried as the US policy for Cuban immigrants (wet/dry foot).

A premature baby isn't called a fetus when it is out of the womb but a partially delivered infant isn't a baby if you spike the head and suck the brains out as in partial birth abortion.
