Putin Channels Lenin: A Translation of the Nashi “Manifesto”

Publius Pundit is pleased to offer, as far as we know for the first time anywhere, a direct translation with commentary of the voluminous “manifesto” which guides the operation of Vladimir Putin’s “Nashi” youth cult. It comes to us through the heroic efforts of La Russophobe’s expert Russian-English translator.

General Comments

— This is a long document, about 80 pages as I printed it out. It definitely does not merit full translation. It is, however, a great deal more interesting than the basic Nashi Manifesto (without “commentaries”, available on the same website), which is very vaguely worded and does not identify the ideological underpinnings and concrete objectives of the Nashi organization.

— The Manifesto lists as its only “main sources” four articles/speeches by Vladislav Yuryevich Surkov, a former GRU officer, currently Putin’s Deputy Chief of Staff, and widely viewed as the Kremlin’s main ideologist. In other words, this appears to be purely Surkov’s “movement.”

— At the outset, the Manifesto gives the appearance of being much more moderate in tone than some of the leaflets that have been handed out by Nashi members at recent demonstrations. Toward the middle, however, it becomes increasingly caustic and anti-Western, and more openly reveals the main purpose of the Nashi movement, which is to help the authorities suppress mass pro-democracy demonstrations.

— Reflecting Soviet ideas about the unity of physical and social sciences, the overall tone of the Manifesto is ponderously pseudo-academic and at times pseudo-scientific, though in its opening paragraphs it also carries a disclaimer, to the effect that “a manifesto is not an analysis or an article, but a call to action” — perhaps hoping to insulate itself from criticism that as an article it is short on facts, and as analysis it is not at all objective.

— On the other hand, the Manifesto also hopes to find usefulness as an “ideological weapon in the hands of political soldiers,” so we might expect to see a lot of its ideas being repeated on various RuNet forums, blogs, etc. The serious Russia watcher may therefore be interested in a quick survey of its major themes, in order to track their re-appearance elsewhere (and thereby, so some extent, the rise or fall of Surkov’s star), as well as predict the activities of the organization.

Russia Alienates Yet ANOTHER Neighbor

Once again, Russians have alienated one of the former USSR slave states, which has joined the American side with a bold declaration. In the April 19th issue of the New York Times, the following quarter-page advertisement paid for by the Kazakhstan government ran on the op-ed page of the paper (the ad was emblazoned with a large closeup of the image at the left, the Freedom Obelisk in Almaty):

A Reliable American Ally

As countries of the former Soviet Union take on increasingly definitive characteristics in the post-Soviet world, one state to emerge as a stable and successful model of political and economic evolution is Kazakhstan. With a GDP that already exceeds the combined output of other Central Asian economies, Kazakhstan is becoming a powerhouse player in a sensitive region of the world, flanked as it is by Russia to the west and north, China to the east and several turbulent Muslim countries to the south.

General John P. Abizaid, the commander of CENTCOM, in his 2006 report to the U.S. Senate, said: “With a rapidly growing economy and increasingly professional military, Kazakhstan continues to emerge as a leader in the region. The pace and scale of its military reforms have been impressive. Kazakhstan’s engineering troops continue to perform with distinction in support of Operation Iraqi Freedom.

Given the geopolitical trends in and around Central Asia, including the need for stable regional partners to help Afghanistan get back on its feet, there is much to recommend Kazakhtan as a pivotal ally for the United States. Consider that Kazakhstan:

Has made steady progress in its democratic development and economic reform

Is the only Central Asian country with troops in Iraq, and supports efforts to bring peace to Afghanistan

Voluntarily rid itself of the world’s fourth-largest arsenal of nuclear weapons, and is a global leader in fighting the proliferation of weapons of mass destruction

Has a moderate and progressive majority Muslim population

*
Has 130 ethnic groups and 40 religions living in harmony

*
Is active in promoting international inter-religious dialogue and understanding

*
Is set to become one of the world’s top-ten oil producers

*
Has received $15 billion in direct US investment

Beyond these facts, the people and government of Kazakhstan are friends of the United States and are committed to building even deeper and stronger ties with America.

The Kazakhstan Embassy’s website states: “After the 1917 revolution Soviet power was established in Kazakhstan. Kazakhs suffered greatly under Soviet control. Due to the forced collectivization in the 1930s, hunger caused the death of 1.5 million Kazakhs, which was more than 40 percent of the nation.”

On Putin and the New Cold War

Moscow Times columnist Alexander Golts sees Vladimir Putin’s decision to begin bomber flights against the West as his formal declaration of a new cold war:

Militarism is not only when the military makes all the key government decisions. It is also when civilian politicians use military solutions as the universal tool to solve all of their problems.

This can lead to some interesting results. One example was when President Vladimir Putin announced last week the start of a new Cold War. While standing on an artillery range during what was called anti-terrorist military training maneuvers by members of the Shanghai Cooperation Organization, Putin declared that Russian strategic bombers would resume regular, long-range patrols — or “tours of duty” as Putin said in televised remarks Friday — for the first time since 1992.

I can imagine how professional military leaders winced when they heard this statement. After all, resuming regular patrols means that planes are flying with nuclear weapons on board, ready to be fired at the order of the commander in chief. The last time Moscow’s strategic bombers flew regular sorties was during one of the more heated stages in U.S.-Soviet relations — from January 1985 to April 1987.

But I really don’t think that the 14 strategic bombers, which carried cruise missiles with nuclear warheads, completed their sorties Friday over the Atlantic, Pacific and Arctic oceans with any intention of launching an attack. If that had been the case, the U.S. reaction would have been much harsher than the caustic comments we heard from U.S. State Department spokesman Sean McCormack: “If Russia feels as though they want to take some of these old aircraft out of mothballs and get them flying again, that’s their decision.”

Last week’s announcement regarding regular, long-range bomber missions is just the latest in a series of threatening stances by the Kremlin that take us back to the era of the 1980s. Remember Putin’s statement in February 2004 during military exercises, where he claimed that Russia had developed a “miracle missile” that could overcome any anti-missile defense system. And of course there was the explosive Munich speech, in which, among other things, Putin revealed his belief that the heightened U.S.-Soviet confrontation of the 1980s was one of the most stable periods in international relations. This was a time when Moscow and Washington focused on mutual containment by significantly strengthening their military capabilities.

Putin has become quite nervous of late about a fictitious danger that he seems to have concocted himself: the West’s intention to interfere in Russia’s transfer of power in 2008, when Putin’s second term comes to an end. The president is trying to protect his country from outside enemy influences by playing the Cold War card. This tactic enables him to rally the people and convince them that any criticism of his Kremlin is an insidious ploy by foreign powers to prevent Russia from “getting up off its knees” to become a global superpower again.

This whole anti-West campaign is a farce, of course, but the question is whether this farce will grow in intensity and become a very real and dangerous drama. This could happen if Washington begins taking at face value the Kremlin’s repeated declarations of its growing military potential. Although the Kremlin’s bold statements against the West may have been designed for primarily domestic political goals, it could, nevertheless, lead us back to a serious confrontation.

The Peace Mission 2007 maneuvers, a joint military exercise of SCO member countries held last week in the Chelyabinsk region, show once again that conventional military forces are ill-equipped to fight an effective battle against terrorism. The exercise involved about 6,000 troops from China, Russia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan and about 1,000 pieces of military hardware, from fighter jets and bombers to heavy artillery. In these simulated training maneuvers, a group of mock terrorists seized a population center in SCO member nation “A.” An armed gang of fighters from country “N” then broke through to them. Under these conditions, the SCO states consulted and decided upon a coordinated anti-terrorist operation. The combined military forces of the six SCO member nations then killed the terrorists and set the hostages free.

On one hand, these maneuvers demonstrated a new level of military cooperation between Russia, China and the Central Asian member nations of the SCO. It would seem that, on the surface, much was achieved: A mechanism for joint action and decision making has been established; China has proven its ability to project its armies and military hardware — including air power — into Russia; and military leaders were able to coordinate complex military operations among six different nations.

What is most important, however, is that the Peace Mission 2007 training exercises — despite all of its claims — have no application whatsoever in the fight against terrorism. It is obvious that the army is the wrong tool for battling terrorists. The bombing of the Moscow-St. Petersburg train shows that a conventional army cannot prevent a terrorist act. Law enforcement agencies must be the ones to combat terrorists, using their agents to infiltrate the ranks of terrorist organizations. Fighter jets and bombers, like the ones paraded with so much fanfare in Peace Mission 2007, are of very little use in this struggle.

In addition to terrorists, the joint exercises of Peace Mission 2007 identified another target — separatists and insurgents. It is no coincidence that some analysts saw a connection between the Peace Mission 2007 maneuvers and events in Andijan, Uzbekistan, in May 2005, when the regime of President Islam Karimov used bullets from government troops to disperse a protest in the town’s main square, resulting in scores of civilian deaths. Karimov called the protest a terrorist uprising, and Moscow supported that version of events.

As the SCO members attempt to develop conventional military solutions to solve terrorist threats, the question is who will they label as terrorists in each concrete situation. It is clearly in Russia and China’s best interests to ensure stability in Central Asia. But, according to Moscow and Beijing’s interpretation, stability means one thing — keeping the current ruling regimes in power. What’s more, these leaders do not understand that the most serious threat to stability in the region is the crushing poverty among their citizens. At the same time, Moscow and Beijing have made it quite clear that they are not willing to work with the West to resolve the problems in the region.

The joint training exercises last week clearly demonstrated Moscow and Beijing’s readiness to use military measures to keep the weak and corrupt Central Asian regimes in power. And the Kremlin has once again shown that military force is an unsuitable tool to achieve political goals. Putin’s announcement on Friday that regular, long-range patrols of strategic bombers will be re-established is just the latest example of this fundamentally flawed policy.

Plane with hazardous materials makes emergency landing

Associated Press - August 23, 2007 4:25 PM ET

STATE COLLEGE, Pa. (AP) - A small cargo plane carrying hazardous
materials made an emergency landing at University Park Airport in
State College today.

The FedEx plane landed without incident after the pilot reported
smoke in the cockpit. No leaks to the hazardous materials were
reported.

Officials believe the smoke came from cargo labeled “bone cement,”
which is used in medical procedures.

Chemical Spill Shuts Down Traffic on Shaw

A chemical spill from a Union Pacific Railcar near Golden State and
Shaw Ave. shut down traffic as Hazmat crews cleaned the mess.

The incident occurred around 8:00am on Thursday August 23rd. After
the spill, the train kept going north along the tracks, then stopped
somewhere near the Fresno Madera county line.

As of Thursday afternoon the chemical had not been identified.
Investigating crews claim it did not produce any toxic vapors.

Crews cleaned up a portion of the substance to allow traffic to
continue on Shaw.

Streets in downtown Shreveport are open after the bomb squad
detonated a suspicious package found in downtown Shreveport at the
Barksdale Federal Credit Union at 529 Market St.

The credit union’s branches in Bossier City on Airline Drive and
Barksdale Boulevard also received suspicious packages. Authorities
said the same name was found on all of them.

Police and the fire department were called to the scene about 12:50
p.m. according to the local 9-1-1 communication Web site.

Experts blew up the package downtown and are looking at the contents
now. They did the same thing to one package on Barksdale Boulevard.

Employees at the Airline branch opened the package and it was mostly
papers. Bossier City police don’t think there was any explosives in
the packages that were opened.

A representative of the credit union said employees found two boxes
left near the doorway and that’s when they called police.

He said there were no problems with customers and no one was acting
aggressively.

There were about eight employees in the building at the time.

Streets in downtown Shreveport were knotted for several hours.

4 men arrested in Charlotte school bomb plot

FORT MILL, S.C. - York County Sheriff’s deputies arrested four men
in Fort Mill shortly before midnight Wednesday in a plot to detonate
two pipe bombs in a Charlotte-Mecklenburg school, the department
said.
The men — Timothy Wayne Eddington, 35; Steven Michael Eddington,
18; William Christopher Puckett, 19; and Edgar Scott Williams, 19 —
are being held at the York County Detention Center. They have been
charged with criminal conspiracy, manufacturing of explosive devices
and burglary.

The Sheriff’s Department says the men were planning to explode the
bombs in a school to divert authorities away from the Founders
Federal Credit Union on South Commerce Boulevard by Westinghouse
Boulevard.

Sheriff Bruce Bryant said he did not know which school may have been
targeted. Bryant said the men were planning on carrying out the plan
today. CMS schools are not yet back in session.

Bond has not yet been set for the four.

Three of the men had been wanted by the department on separate
charges. Bryant said a tip led to the men’s arrest.

As a crowded airliner is about to take off, the peace is shattered by a 5-year-old boy who picks that moment to throw a wild temper tantrum. Suddenly, from the rear of the plane, an elderly man in the uniform of an Air Force General is seen slowly walking forward up the aisle. The old man smiles serenely and gently confides, “I showed him my pilot’s wings, service stars, and battle ribbons, and explained that they entitle me to throw one passenger out the plane door on any flight I choose.”

The Midway, Utah woman grabbed her camera and began snapping photos when she discovered that a goat had made its way into her garage and on top of her Dodge truck. The goat began walking in circles, stomping on the roof, and using its horns against the windshield and the truck’s paint job. Animal control finally showed up to put the goat out of commission with a tranquilizer dart and release it back into the mountains.

The KAAA local radio, is reporting the total as 57, and the illness is not known.

Health Dept. thought at first it was from a party, then the total went up and they now say “we do not know”.

I have lost track of the number of Casinos in Laughlin, Nv., at least 10 and closer to 15 casinos, keep in mind that all that seperates Bullhead and Laughlin, is the Colorado river.

Mystery illness in BHC

KINGMAN - Almost 60 people in the Bullhead City area were stricken with a mysterious illness in recent weeks.

Twenty-five people came down with diarrhea with some experiencing nausea, cramping, vomiting and fever and some even going to the emergency room. None of the people treated were listed in serious condition, Mohave County Public Health Nursing Director Christy Bronston said.

The 25 were part of a group of 39 people from a family gathering event in early August at Lake Mohave. Most if not all of the group are from out of state. The illness were reported to the health department Aug. 14, Mohave County spokesman Darryle Purcell said.

Bronston believes the incident is isolated to the family gathering but the public health department also received reports from doctors of 32 other people throughout the Bullhead City area who also came down with similar symptoms. Those people were not part of the Lake Mohave family gathering.

“Those other reports is why we are concerned,” Bronston said.

The public health department has taken samples to the state health labs for testing Thursday and is working with the state health department since many of the people affected are from out of state. Preliminary results should come back within 48 hours.

The health department nurses has conducted interviews with the family group to narrow down the cause of the outbreak.

The county’s public health immunization clinic in Bullhead City was closed Thursday to investigate the illness. The investigation is concentrating on food or water borne virus, Bronston added.

She would not speculate what made the people sick but said it was not West Nile Virus or the pandemic flu virus.

Bronston is asking anyone who is experiencing similar symptoms to go to their doctor for medical attention. The doctor will contact the public health department.

Mystery illness shuts down health clinic

BULLHEAD CITY — Mohave County health officials are investigating the cause of a mysterious gastrointestinal illness that has affected more than 50 people and shut down a local health clinic.

The Public Health Nursing Division closed the immunization clinic Thursday on Hancock Road in Bullhead City to concentrate on the investigation of recent illness reports, Public Health Director Patty Mead said.

Two groups have reported becoming ill since Aug. 14.

“The first group (of 25) gathered at Lake Mohave. The Health Department began investigating and thought it an isolated incident. Then the Health Department got another group of reports,” county spokesman Darryle Purcell said.

Purcell said he did not know of a link between the first group and the second group of 32 victims.

“The Health Department is going through incredibly detailed questionnaires,” Purcell said. “They’re looking for a link. Maybe they’ve eaten the same thing, got ice from the same place or attended the same area — anything.”

The Arizona Department of Public Health has been called in to assist the investigation because many of the victims live out of state. Specimens are being sent to the state laboratory for testing.

Diarrhea is reported as the primary result of the illness, though some have had nausea, vomiting and cramping. A few victims also have reported low-grade fevers.

“With the additional reports, we have a growing concern that the source may still be present. If there is something in our community that may be causing people to become ill, we need to find it.

“We need to concentrate our offense on this public health situation. My priority is to move quickly and figure out what’s causing these illnesses,” Mead said.

Purcell said that so far, the illness has not appeared in other parts of Mohave County.

Public Health Nursing Manager Christine Bronston said residents who experience diarrhea and/or vomiting should seek medical attention from their primary care physician.

Judge told law doesn’t bar sale of T-shirts with dead soldiers’ names

PHOENIX (AP) - A Flagstaff man who sells anti-war T-shirts with the names of service members killed in Iraq may not face criminal prosecution despite a new state law aimed at him.

Attorneys for state and city prosecutors say the law was written in a way that apparently doesn’t actually make the selling of the T-shirts using the names without permission of the casualties’ families a misdemeanor.

And a federal judge weighing a request by Dan Frazier to block enforcement of the law says exemptions in the law could mean Frazier might not face civil lawsuits allowed under the law.

A lawyer for Frazier says he still wants the law blocked because there’s still a possibility that other prosecutors could still go after Frazier and that individuals could file lawsuits.

1 5-ounce can water chestnuts, drained

Many Columbia River users sick with mysterious illness

HOOD RIVER, Ore. — They call it “river nose,” an occasional affliction that has been a mystery for at least 20 years.

Some avid wind surfers and kite boarders have complained of symptoms that can include stuffy noses, sinus infections, sneezing attacks, cuts that don’t heal, nausea and fatigue.

This year, the number of reports of symptoms are higher than ever, according to Columbia Riverkeeper.

So the river advocacy group, with the help of the Oregon Department of Environmental Quality, is investigating.

Potential culprits are many in a deep, wide river that starts at a Canadian glacier and runs 1,200 miles, passing through the Hanford Nuclear Reservation and picking up agricultural runoff, heaps of allergens, dioxins from 13 pulp and paper mills, heavy metals from mines, and sewer outflows from cities and septic tanks along the way.

The windsurfers themselves are split on whether river nose is fact or fiction.

David Bandel Ramirez, a 44-year-old paramedic from The Dalles, said he hasn’t gotten sick from the Columbia; he’s more concerned about the stuff his 2-year-old daughter catches in the city pool. Others said they worry more about wind surfing in ponds than the rapidly recycled waters of the Columbia.

But David Wickman of Rowena, a 20-year surfer at age 61, said he’s taken to wearing nose plugs if he knows he’ll be trying new tricks and hitting the whitecaps often.

“If you get a lot of water up your nose, you’re going to get flu symptoms,” Wickman said. “There are 50 rivers feeding into this one, and a lot of pesticides and runoff, and you’ve got the Hanford plant. It’s just kind of a soup in there.”

Another avid windsurfer, Jeff Castleberry of Underwood, Wash., helped spur interest from Columbia Riverkeeper.

Castleberry and his wife have moved to follow the wind, relocating from Seattle to Portland to Underwood, across from Hood River. He works a late shift as a Hewlett-Packard engineer in Vancouver, leaving more free time for surfing.

Castleberry says he never had health effects from his frequent wind surfing until he hit the Columbia. Now he gets “stuffiness you would not believe,” particularly in the spring, rapid-fire sneezing, some sinus infections, and, this year, unusual fatigue.

“Some of it is you spend hours in the water, and you get tossed around a lot,” Castleberry said. “But I just don’t want to find out 10 years from now that I’ve been poisoning myself.”

Oregon environmental and health regulators say the Columbia’s high volume works in windsurfers’ favor, diluting the effects of pollution. Much of the river’s most infamous pollution — including PCBs and the banned pesticide DDT — persists in river sediment, not surface water.

Deanna Conners, a public health toxicologist with Oregon’s Department of Human Services, said the wide variety of symptoms reported makes them less likely to be from any single cause.

A 1990s state review spurred by windsurfer concerns found no measurable problems, and 1990s monitoring by the group that preceded Columbia Riverkeeper had inconclusive results.

If a health hazard is found, warning signs and advice for windsurfers would likely be posted when the danger is highest.

Seattle hospital told to keep backpacks out of operating rooms

One of the city’s main hospital systems has been told to keep potentially contaminated backpacks and briefcases out of operating rooms and to remind nurses to follow doctors’ orders when dispensing medications.

The deficiencies at Swedish Medical Center hospitals were reported by state health inspectors following scheduled visits in April and May.

According to their reports, nurses were found giving medications to patients for reasons other than what doctors ordered and unlabeled medication was discovered on anesthesia carts in operating rooms. In 2004 a patient at an unrelated hospital, Virginia Mason Medical Center, died after being mistakenly injected with an antiseptic solution from an unlabeled container.
