In the midst of this nightmare, the smell of victory emerges.

I am shocked but I also want to know whether this will ever get into real law. It has to pass the Senate and be signed by the Prez. This is an astonishing victory but not one that has any legal cred so far. When it does, then the entire nation can cheer.
