At a recent UCLA forum on terrorism, Los Angeles officials said the city's estimated 40,000 gang members are an attractive target for terrorists like al-Qaida. "There are many, many more people who consider themselves jihadists now," said L.A. Police Deputy Chief Mark Leap. "And criminal enterprises are being used to support terrorist activities."
L.A. County Sheriff's Lt. John Sullivan said officials are worried al-Qaida could tap into smuggling networks that move migrants and contraband across Mexico's porous border and into the U.S.
Chief among them is the notorious MS-13 gang, which has infiltrated L.A. and other U.S. cities from Central America.
"MS-13 has a lot of characteristics that could facilitate terrorist activities," Sullivan said, noting that al-Qaida has stated its intent to smuggle black-market nuclear devices into the U.S. and kill at least 4 million Americans.
Los Angeles remains a prime al-Qaida target, officials at the forum warned.
Al-Qaida leader Adnan El Shukrijumah was recently spotted in Central America, sparking rumors he's recruiting Hispanic gang members. The FBI has put out a $5 million bounty on El Shukrijumah, whom it suspects Osama bin Laden has lined up as "the next Mohamed Atta."
Muslim chaplains are actively recruiting imprisoned members of MS-13 and other gangs, such as the Crips and Bloods. Prisons have already proved to be fertile ground for al-Qaida, spawning the likes of alleged dirty bomber Jose Padilla and shoe bomber Richard Reid.
Since 9/11, the FBI has disrupted several homegrown terror plots involving Muslim converts who have been in and out of jail, including:
• A group of black Muslim converts in Miami who allegedly conspired to blow up the Sears Tower in Chicago.
• A Chicago black Muslim, Derrick Shareef, who allegedly plotted to blow up a local shopping mall.
• Black Muslims in Torrance, Calif., who allegedly planned to attack military recruiting stations and synagogues in the state. The plot was hatched in prison with a Pakistani inmate.
Over the past year, Al-Qaida's leaders in Pakistan have intensified efforts to court American minorities and recruit them as either facilitators or suicide attackers. The FBI suspects the terror group is trying to lower its Arab profile to avoid security scrutiny.
Al-Qaida's pitch is designed to appeal to minorities who may feel disenfranchised or alienated from American culture.
"I want blacks in America, people of color, American Indians, Hispanics, and all the weak and oppressed in North and South America, to know that when we wage jihad in Allah's path, we aren't waging jihad to lift oppression from the Muslims only," said bin Laden deputy Ayman Zawahri earlier this month in a videotaped speech. "We are waging jihad to lift oppression from all of mankind, because Allah has ordered us never to accept oppression."
Authorities fear such messages may resonate with ex-cons, particularly gangbangers, who already hold a grudge against American institutions.
Which is all the more reason to cut off the channels of such propaganda and permanently shut down al-Qaida's media machine. There's also a wartime imperative to get control of the borders so that L.A. and other cities plagued by gangs can devote more resources to head off future terror attacks.

Authorities charge 4 in NYC terror plot

NEW YORK- Three people were arrested and one other was being sought Saturday in connection to a plan to set off explosives in a fuel line that feeds John F. Kennedy International Airport and runs through residential neighborhoods, officials close to the investigation said.
The plot, which never got past the planning stages, did not involve airplanes or passenger terminals, according to the two officials, who spoke on condition of anonymity because details of the arrests had not yet been announced.
Details were to be given out at a 1 p.m. news conference.
The pipeline takes fuel from a facility in Linden, N.J., to the airport. Other lines service LaGuardia Airport and Newark Liberty International Airport.
The arrests mark the latest in a series of alleged homegrown terrorism plots targeting high-profile American landmarks.
A year ago, seven men were arrested in what officials called the early stages of a plot to blow up the Sears Tower in Chicago and destroy FBI offices and other buildings.
A month later, authorities broke up a plot to bomb underwater New York City train tunnels to flood lower Manhattan.
And six people were arrested a month ago in an alleged plot to unleash a bloody rampage on Fort Dix in New Jersey.
The least thing we need is an "axis of evil" within our own borders that finds al-Qaida hooking up with immigrant street gangs.

"On September 20th we did an interview on this program with Hamid Mir, a Pakistani Journalist who's met with Osama bin Laden in the past and who claims to have recently met with a key al-Qaeda leader in Afghanistan.
That leader, Mir says, told him that al-Qaeda has finished it's quote "cycle of warnings" and is getting ready to unleash an "American Hiroshima" by -- you guessed it -- smuggling a nuke into the U.S. across the border.
The attack, according to the al-Qaeda operative, is to be masterminded by a U.S. citizen and al-Qaeda cell leader who's been called "the next Mohammed Atta." This cell leader also goes by the alias "Jafar the Pilot," and has been missing and wanted by the FBI since 2003. There's also a $5 million reward for his capture.
We've been telling you about Jafar for a couple of weeks now but we really need to know exactly who this guy is and what kind of threat he may actually pose. So tonight we spoke with Pat D'Amuro, the CEO of Giuliani Security & Safety and a Former Assistant Director of the FBI who led a team that first identified Jafar.

Hamid, you met with Abu Dawood, and he issued a warning to American Muslims. What exactly did he say?
HAMID MIR, Journalist: Yes. Actually, he called me from Kabul to Drezny (ph), which is in the south of Afghanistan, for a warning. He also called me for giving a warning because they were watching me on TV that I was embedded with the British troops in the southern part of Afghanistan. They were conducting operations against Taliban and Al Qaeda.
So he called me in Drezny (ph), and he told me very clearly that you should not be embedded with our enemies and you should leave Afghanistan immediately. And during that conversation, I started asking these different questions to him. And I asked him about Osama bin Laden, and he said that he`s still in contact with his fighters, and he is still determined to attack America, and he is still...
BECK: But he told you that -- I`m sorry to interrupt. We have such a time delay here. He has told you that he has prepared the next attack, it is ready to happen, and that Muslims should leave the United States immediately, did he not?
MIR: Yes. Abu Dawood told me that we are determined to attack America again and that attack would be bigger than 9/11. And he said that the Americans must face the same kind of attacks which they are imposing us in Iraq and Afghanistan.
And he said that the Muslims must leave America, because the Muslims in America like a shield for the American military might. And I asked him that, if American Muslims are not ready to leave America, then you will not attack America?
He said, no, if the Muslims are not ready to leave America, even then we will attack, because the Americans are attacking us in our homes, so we have the right to retaliate in that same manner.
BECK: Now, you...
MIR: He also mentioned the name of -- yes, he also mentioned the name of Adnan, and he said that Brother Adnan is responsible for organizing an attack bigger than 9/11.
And he said that the brother, Adnan, even has smuggled some dangerous material from Mexican border to inside the United States of America. So it was difficult for me to understand who is Adnan.
And then he also told me his other name, which is his jihadi name, Jaffar al Tayyar. So that`s how I came to know that it is Adnan el Shukrijumah, who is in American citizen.
And he said that Adnan came to Afghanistan in early 2004, and he got fresh instructions from Al Qaeda leadership in Houst (ph), which is in the eastern part of Afghanistan. And he said that he went back to America, and he will implement his plan anytime.
And he also said that Osama bin Laden have completed his cycle of warnings. He had issued warning to Americans three times that we will attack America again. So he said that the cycle of warnings have been completed, and we can attack America anytime. So that`s what Abu Dawood told me in...

But we went into a lot of different things. But one of the things that you talked to me about was this cycle of warnings. And you said that, when you broke the story originally, that Osama bin Laden told you that he did have nuclear weapons, the reason why they haven`t been used yet is because he has been trying to get permission so it all falls in the laws of Islam. We have less than a minute. Can you respond to that?
MIR: Yes. You see, I am a frequent visitor of Afghanistan for my professional work. I was going to Afghanistan before 9/11 and after 9/11. And I must tell you that, when I interviewed Osama bin Laden the first time in 1997, in the first interview he said that, "I will attack America." And I was not ready to believe him.
Then in 1998, I interviewed Osama bin Laden again. And he repeated, "I will attack America." I was not ready to believe him. But on 9/11, he proved that he attacked America."
