I am SURE there is a reason.
I am not so sure that there is a GOOD reason.
I do not know the motivation.
Most likely the belief that there can be a huge melding of Mexico the US and Canada in a single federation.
That would bring all of the weaknesses of the three nations and none of their strengths to the table.
G.W.Bush is one of the greatest disappointments to me in my adult life.
So much potential and so little delivery.

The bill provides real border security for the first time, protecting us against the entry of terrorists and stemming the flow of illegal drugs.

Mr. Bush and Mr. Mehlman,

You are both liars.

Last year, the Congress passed legislation that authorized roughly 700 miles of fencing to be installed on the border. This is STEP #1in securing the border. The Bush Administration has refused to secure the border, with only a 2-3 miles of fence erected.

Nothing, NOTHING, in this bill will make President Bush work harder than he already has to build the fence.

We're tired of the lies and tired of the apathy. We will NOT allow you to take even more of our hard-earned tax-money and spend it on lawbreakers.

If you will not support enforcing the laws now, then SIT DOWN AND SHUT UP!

I disagree.
There never was any potential there.
He strongly hinted before he was elected that he had no use for the border and didn’t intend to enforce the law. But unless the border was an issue for you in 2000 it was easy not to notice.
