Create such a huge subgroup of specific “victims”, that their demands HAVE to be met.
Simply terrorists with different weapons at their disposal.

If AIDS victims are waiting for a cure from the drugs companies, they will be very disappointed. The drugs companies are not even looking for a cure.
They are looking for drugs that helps the victims live longer, like insulin for diabetics. A cure for AIDS would not generate tons of money.
