The "endless round of foster care" is usually the result of the natural parents and other relatives refusing to sign off.
There are very few "genuine orphans" available these days.
and you have statistics on these special needs chilldrens’ parent not signing off?
I doubt that.
Why would anyone rule out a caring person to take this responsibility?
